Stores in either country can message domestic subscribers freely, but to send internationally they need to either verify their business with Meta or scale their account by sustaining at least 1,000 business-initiated conversations per phone number, per day, for 30 consecutive days.

Japan is not on the exclusion list. A Japan-based store appears able to send WhatsApp marketing to subscribers there. Shopify Messaging installs for free and bills per message sent — there's no platform fee and no tier based on contact count.

Per the pricing page, you get 25 free test messages a week. Each message is capped at 1,024 characters. Two billing triggers are easy to miss. Automated confirmation messages sent to new subscribers, and automated replies to keywords like "INFO" or "HELP," are each billed as a message. When a customer replies, a 24-hour customer service window opens. Utility messages — order confirmations, support replies — are free during that window. Marketing and authentication messages are still billed at the standard rate even inside the window. Every reply resets the 24-hour timer.

Nine countries and territories fall outside coverage

Eligibility and content rules

To send WhatsApp marketing campaigns, a store needs the Shopify Messaging app installed and must meet Shopify Messaging's own baseline requirements. On top of that, the business must connect a WhatsApp Business Account (WABA) through Meta Embedded Signup, comply with the WhatsApp Business Solution Terms and WhatsApp Business Messaging Policy, and not be a business entity registered in China.

New WABAs are capped at 2,000 messages per day until the account moves through Meta's trusted-account tiers.

On content: every message template must be submitted to Meta for approval before it can go into a campaign. Every message includes a mandatory "STOP to unsubscribe" line that can't be removed or edited. Image headers, plain text, and product cards are supported; video headers and carousel cards are not. Customer consent must be explicit opt-in.

If your customers are mostly outside the excluded countries and you just need broadcast sending, the native feature is enough on its own.
