Two customs deadlines now bracket most Shopify merchants who ship outside their home country, and both of them turn on the same six-digit number.
On August 29, 2025, the United States suspended duty-free de minimis treatment for shipments valued at $800 or less, for every country of origin, under Executive Order 14324. On July 1, 2026, the European Union removes its own €150 duty-free threshold, with a temporary flat €3 duty applying per customs declaration line item through July 1, 2028, and a separate €2 handling fee expected no later than November 1, 2026. Both changes mean the same thing at the product level: a shipment that used to clear without a customs review now needs a correct Harmonized System (HS) code to avoid delays, incorrect duty charges, or a held parcel.
Shopify added a real feature for this in October 2025. What it didn't add is a way to generate the codes. That gap is now its own small app category — six listings, all launched within about the last thirteen months, all promising to do with AI what Shopify's admin still asks a human to do by hand.
The short version
Shopify stores HS codes; it doesn't create them. Since October 13, 2025, you can enter a country-specific HS code per product per market, and Managed Markets merchants can see which codes it has already assigned versus which ones are yours. But the input path is either a one-at-a-time description search on the product page, or pasting codes you already know into the bulk editor's "Harmonized system code" column. Neither classifies a catalog for you.
Two deadlines, one requirement. The US suspended its $800 de minimis exemption for all countries on August 29, 2025. The EU removes its €150 exemption on July 1, 2026, with a €3-per-line flat duty and a pending €2 handling fee. A missing or wrong HS code is now a live cost, not a paperwork nicety, on shipments that used to clear free in either direction.
Six apps sell classification; almost none have a review history yet. DutyCode – Automatic HS Codes and HS Code & Origin Bulk Editor each carry 1–2 reviews, all five-star. Primis AI HS Codes, Flash AI HS Classification, and Jstars AI HS Code Classifier have zero. HClassify has exactly one, and it's a 1-star.
By scenario:
- You already know your HS codes and just need them applied at scale, on a recurring basis → HS Code & Origin Bulk Editor, which is free for up to 20 products a month and adds vendor/type/tag filtering plus scheduled auto-apply at $19.99/month
- You have a one-time backlog of unclassified SKUs and don't want a subscription → DutyCode's credit packs ($19–$199 for 300–6,000 classifications) or Primis AI HS Codes' one-time packs ($50–$320 for 25–200 credits)
- You ship to the US, Canada, China, and the EU and want duty-rate context alongside the code → Jstars AI HS Code Classifier, the only one of the six that names all four regions and shows duty rates next to its suggestions
- You want the classification bundled with landed-cost calculation → HClassify is positioned that way, but weigh its $49–$399/month pricing against a review base of exactly one
What Shopify actually gives you, for free
Three ways in, none of them automatic
Shopify's help center is direct about this: "Harmonized System (HS) codes are required for international shipments. If you ship internationally, then each of your products must include an HS code." It offers three paths to add one, and describes all three as manual:
- At label purchase. From an order with unfulfilled items, click Create shipping label, then Edit customs information, and add an HS code per line item. You can optionally save it back to the product.
- On the product page. In the Shipping section, under Harmonized System (HS) code, "start typing a description of your product to search for the appropriate code" if you don't already have one. This is a description-to-code lookup, not a generative classifier, and Shopify's documentation doesn't claim otherwise.
- In the bulk editor. Select products, click Bulk edit → Columns, and expose Harmonized system code under Shipping — useful once you know the codes, not a way to discover them.
Since the October 13, 2025 changelog update, you can go further and attach a different, more detailed code per destination market — useful because many countries extend the international six-digit HS code with additional national digits (an 8-digit EU CN8 code or a 10-digit US HTS code, for instance). If you use Managed Markets, the same screen shows which codes Shopify's own service has assigned for your market countries, kept separate from the ones you enter yourself.
The gap the apps are selling into
None of that pipeline reads a product's title, description, or image and proposes a code. For a merchant with a few dozen SKUs, typing descriptions into the native search box once is a Tuesday afternoon. For a catalog of several hundred or several thousand — the range every one of the six apps below advertises — doing that by hand is the actual cost driver, and it's the reason this app category exists at all. Shopify's own tools are sufficient once the codes exist; they're not built to produce them.

What the table actually tells you
Every listing launched around one of the two deadlines, not before them. Flash AI HS Classification is the oldest at October 29, 2025 — two months after the US suspension took effect. The other five all launched between January and May 2026, ahead of the EU's July 2026 change. This is a category that exists because of the regulation, not one the regulation caught up to.
Review data barely exists yet. Four of six apps have zero reviews. The two with any history — DutyCode and HS Code & Origin Bulk Editor — have two and one, respectively, both five-star. HClassify's sole review is one star, with no review text visible on the public listing. None of this is a large enough sample to generalize a quality judgment from; it's disclosed here because "reviews: 1.0/5" and "reviews: 0.0/5, no reviews yet" look identical in a quick App Store scan and mean different things.
Pricing logic splits into "pay per classification" and "pay per month," and they don't compare directly. DutyCode and Primis AI HS Codes sell credits that don't expire into a recurring bill — the right shape for a one-time catalog backlog. HS Code & Origin Bulk Editor, HClassify, and Jstars AI HS Code Classifier bill monthly against a cap, which fits a catalog that keeps adding new SKUs and needs classification as an ongoing step, not a cleanup project.
"Multi-region" means different things to different vendors. DutyCode extends a base HS code into EU CN8, UK Commodity Codes, and US HTS formats. Primis AI HS Codes and Jstars AI HS Code Classifier instead generate separately for named regions (US/EU/GCC, and US/Canada/China/EU respectively). Flash AI HS Classification and HClassify don't specify region handling on their listings at all — worth confirming in the free trial before you commit a subscription to a market you actually ship to.
None carry a Built for Shopify badge. That badge measures performance, design, and integration quality, not the accuracy of a customs classification — so its absence here isn't a mark against any of these apps specifically. It does mean Shopify hasn't independently vetted any of the six on the dimension that actually matters for this category.
App notes
DutyCode – Automatic HS Codes
Free to install, with 25 free classifications to start. Beyond that, credit packs run $19 (300 classifications) to $199 (6,000), and a $9/month Monitor plan adds 100 credits a month plus autopilot classification for new products as they're added. Each classification includes a confidence score and a stated explanation, and results can be written directly to product metafields or exported to CSV or a color-coded Excel file. It's the only app here that names EU CN8 and UK Commodity Codes alongside US HTS as extensions of the base code. Two reviews, both five stars, both from September 2026 — a UK merchant and a Czech merchant, both citing ease of use over a short usage window.
HS Code & Origin Bulk Editor
Built specifically around the regulatory change: the listing opens by naming the US de minimis removal directly and positions the app as a way to "keep customs documentation accurate and avoid duty surprises." The free plan covers 20 products a month; Standard ($9.99/month or $99/year) raises that to 1,000 products and adds filtering by vendor, type, and tag plus update history; Premium ($19.99/month or $199/year) removes the product cap entirely and adds custom classification rules that auto-apply to new products. Filtering by collection, vendor, or product type means you can classify by category rather than working through an undifferentiated product list. One five-star review from a Japan-based merchant, noting early rough edges balanced by responsive support.
Primis AI HS Codes
The only app in this set billed exclusively as one-time credit packs — $50 for 25 credits up to $320 for 200 — with no recurring plan. It targets US, EU, and GCC region-specific codes, and folds in two adjacent problems: flagging missing country-of-origin data and managing material composition per product, both of which also feed customs declarations. It also lists MID Code support, a separate identifier the US requires from manufacturers on formal entries. No reviews yet; the pricing shape suits a merchant clearing out a backlog once rather than classifying continuously.
Flash AI HS Classification
Built by FlavorCloud INC, a company otherwise known for cross-border shipping and duty services, which frames this as a lead-in to its broader logistics product rather than a standalone tool. The listing promises real-time classification from product titles, descriptions, and images, aimed at catalogs of 10,000+ SKUs, plus a quality-scoring pass that flags vague product data likely to cause classification errors before you ship. It's listed as free, generates standard 6-digit codes rather than named country extensions, and has no reviews yet to confirm accuracy at that stated scale.
HClassify
The outlier on both price and rating. Built by LandedCost.io, it runs a flat subscription — Starter $49/month, Growth $149/month, Enterprise $399/month — with no free tier or credit-based entry point, aimed at bulk-tagging products for automatic classification from titles and descriptions. Its single public review, from an Ireland-based merchant in May 2026, is one star, though no review text is visible on the listing to explain why. At this price and with this little signal, the trial period (if one exists — none is stated on the listing) is where you'd want to validate accuracy before committing, not after.
Jstars AI HS Code Classifier
The most explicit about multi-country scope: US, Canada, China, and EU workflows, with duty rates shown alongside each suggested code — a step further than the others, which stop at the code itself. Pricing steps by classification volume: Starter $19/month (100/month), Growth $49/month (500/month), Pro $99/month (2,000/month), each with a 7-day free trial. It shows AI reasoning and confidence scores per suggestion and lets you export approved data or correct it manually before it's applied. No reviews yet, and the free trial is short relative to the time it takes to spot-check classification accuracy against a real product catalog.
Before you install
- Do you already know your HS codes, or are you starting from zero? That answer alone splits these six into "apply what I have" (HS Code & Origin Bulk Editor) and "generate what I don't have" (the other five)
- Is this a one-time backlog or an ongoing intake problem? Credit packs (DutyCode, Primis AI HS Codes) fit a cleanup project; monthly plans fit a catalog that keeps growing
- Which countries do you actually ship to? Confirm the app names them specifically — "multi-region" varies from three named markets to an unspecified six-digit code
- What happens to a wrong classification? None of the six listings states who bears liability for an incorrect code at customs; treat every "AI-generated" code as a draft a human reviews, not a final answer a broker would sign off on
- Can you validate accuracy inside the trial or the free tier before paying? HClassify and Flash AI HS Classification don't list a stated trial period; confirm this before committing a subscription
- Do you need the code written to Shopify itself (metafields, product fields) or is a CSV export enough for your fulfillment process? DutyCode and HS Code & Origin Bulk Editor write back into Shopify; others center on export
- Review counts here are extremely thin — zero to two per app. Don't read a 5.0 rating on two reviews the same way you'd read one on two thousand
Bottom line
Shopify closed part of this gap in October 2025 by letting you store a country-specific HS code per product, but it never added a way to generate one — the description-search box on the product page and the bulk editor's code column both assume you already know the number. Two real regulatory deadlines, the US de minimis suspension on August 29, 2025, and the EU's on July 1, 2026, turned that from a nice-to-have into a cost center for any merchant shipping cross-border.
The six apps built to fill the gap are all young — the oldest launched ten months ago — and review data is too thin on five of them to serve as a quality signal yet. If you already know your codes, HS Code & Origin Bulk Editor's free tier and per-category filtering is the lowest-commitment way to get them into Shopify at scale. If you're starting from an unclassified catalog, DutyCode's confidence-scored credits or Jstars AI HS Code Classifier's multi-country duty context are the more built-out options — but validate a sample of AI-suggested codes against your own product knowledge before you apply them across a full catalog, since none of these apps states who is responsible if a code turns out to be wrong at the border.
Pricing, reviews, and regulatory dates all move.
